I'll be honest, I played and beat Bioshock 2 before I even touched the first game. I think it was a good decision. To go from being a powerful Big Daddy to just a regular human was...humbling. Rapture got much larger, and much scarier. The gameplay was more difficult, and I thought that was a good thing.
As for the story elements, it was top-notch. Ryan was just the right mix of idealist and madman. But saying that, his policies made sense.
Relating to the city of Rapture itself, it was incredible. The city is dead, but it looked like it was so alive. It felt as if the life was actually sucked out of it.
